Bah. He's slipping, one foot out the door already, or maybe Hillary just threw him. Classic Rumsfeldiana packs in the rhetorical questions as a way to eat up minutes, especially in a committee hearing where each Senator's time is limited. A bit more like this:
Are there violent extremists out there? You bet. And they're determined to prevent free people from enjoying their freedom. Is it going to be easy? No. It's going to be tough. Is it going to be quick? No. It's going to go on a long time. But when people say we should give up the struggle, well, we can't do that.
Etc. until you'd rather punch yourself in the face than ask him anything more.

I forgot to add in all the five-second um's and dramatic pauses between each rhetorical question and its answer.
Not that I'm any great shakes when it comes to talking quickly. My college entrance interview was apparently famously excruciating for the interview panel.
